It is modern technique, a form of permanent makeup, by which artist draw and feather in the eyebrows, filling in gaps, hair by hair, strand by strand, using pigment (not tattoo ink), to enhance the brows for a fuller, beautiful, naturally look that lasts. In other words, celebrities look great, even without makeup or having to pencil in their brows.
